I cannot use my paypal balance.

So whenever I try to buy something and I go to checkout only thing I can choose is my credit and debit card. There is no option for paypal balance. I contacted paypal support via twitter and they said to wait 1-3 days because of the paypal security system. I waited and still same problem, contacted them again and they said I need to wait for specialist. No message from specialist for 2 days. Did anybody else had this problem? I need help please.

PayPal accounts in Bosnia & Herzegovina are not able to send funds from their available PayPal account balance. Your account balance is required to be withdrawn to a Visa card or a US bank account.

I've had this same problem, on several different websites, and I'm in Australia. I've had this PayPal account for years, and it's only started doing this in the last couple of months.
