I cannot use Paypal Balance for some reason

I have around 260RM and I can't even use that to pay online and it always asks for my DEBIT CARD. And yes, I have changed my preferred payment method to PayPal balance, and it still asks to use a debit/credit card, I don't want to use my card when I have money sitting in my balance. Someone help me out.
