I cannot issue a refund to the buyer because I cannot add funds to my account

I have been in a dispute regarding this issue for weeks and I cannot contact PayPal at all.
The buyer has escalated the dispute into a claim and wants a refund. I 100% want to refund the buyer.
However, the balance in my account is negative because I withdrew the money to pay for the shipping fees.
The PayPal FAQ said that I need to add funds to my account to resolve the negative balance before I can issue a refund.
However, when I look up how to add funds, it informed me that the add funds feature is not yet available in Thailand, and I am unable to add funds atm.
I would like to issue the refund as soon as possible, however, I am unable to due to PayPal's flawed system. I tried contacting PayPal through the Message Center but all I got was an automatic response saying there's no staff available. There are no phone numbers or email listed on the website so I can contact a real person.
