I can't withdraw funds to my card, Always transaction was declined.

I can pay through card but I can't withdraw money to the card. The transaction declined every time. But I received an Email Saying

"We're transferring money to your bank. You asked us to transfer ######  to your bank and we're processing this transaction now. It typically takes 30 minutes for your money to appear in your bank account. "

But the funds returned to the PayPal Balance Always saying transaction declined.

The PayPal customer representative said the name on the card differs than the PayPal name. I need to know Can't we transfer funds to Someone's card we added to our account(Also the Card Was Confirmed) ?

The name and billing address of the card has to exactly match the name and address on your paypal account.
