It appears that the type of account you have may not be able to hold a balance thus not letting you select the Paypal balance as a funding source option. I would suggest that you upgrade your account to be able to keep a balance and use it for your purchases.
Kindly check your summary if you still see that there is money waiting for you. If yes, click on 'Accept' and 'Keep it in your Paypal balance' it will ask you to verify yourself by providing personal details. Once done, your account will be automatically upgraded and you may now hold a Paypal balance and use it for online purchases.
