I can't send payments to anybody

I recently attempted to make a payment of $38.44 to a friend of mine. Whenever I go to send the money , a very weird , glitched out error message appears on my screen. It reads , "We can’t send your payment right now. If you keep running into this issue, please contact <a href="/help" target="_blank">PayPal</a>. If you continue to encounter problems, please contact customer service." Anybody know why ? I have no limitations on my account , or anything of the sort. I am confused
