I can't send money

 i have some problems with my paypal account, i tried to send money to a friend and i can't send
It saying:

Sorry, we weren't able to complete your payment at this time. Please try again later.
If you continue to encounter problems, please contact customer service.

I really need help

I'm having the same problem, and it's even more confusing because some people can send money and some people can't.
