Hello, I created a new Oman paypal account, I have verified phone,email. I didn't add any card. now problem is I can not send my paypal balance to anywhere, I can't buy anything from online. thay are saying ""Sorry, we weren't able to complete your payment at this time. Please try again later."" What I can do Now, please help me. Thanks
You can use funds in your paypal balance 'as long as' they are in the correct currency and not pending.
BUT for some transactions ie digital / virtual or higher risk AND at 'some point' anyway Paypal will ask you to add a card to act as a back up funding source and to verify your Paypal account.
