I can't receive money on my PayPal.

Someone is trying to send me money on PayPal and he is getting this error message: We're sorry, this payment can't be completed due to some regulations. I have a card linked to my PayPal, and I regularly use my PayPal to do purchases online. I live in Egypt, and use a Mastercard.
