I can't pay throught PayPay with Debit Card.

Hello, 

I am trying to add my PayPal account to my freelancer.com account to withdraw money I have earned.

1. I click on "add my PayPal account" then I press on verefy payment method and then I have that window #2.  

I click on "Agree and Pay Now" but it returns me a message "Check your account at your card issuer before retrying this card".

And that is all. It turns that I can't connect my paypal to freelancer.com because of this error. 

I did it many times before, and every time it was succesfull. But today it doesn't work. Could you say why? How can I fix that? 

I have enought money on my debit card. It is allowed to pay over the internet. It is workable. 

What can be the problem?
