I can’t access personal payments

One of my family member from USA is sending me money here in my UAE account. but the pop up shows” This user can’t access peronal payments” why ??

PayPal accounts in UAE are not able to receive Personal/Friends & Family payments.

 

US PayPal accounts are able to send personal payments to the UAE through PayPal Xoom.

 

Here is a PayPal link with details on Xoom.

 

https://www.xoom.com/united-arab-emirates/send-money

 

PayPal Xoom payments are not able to be sent using an available PayPal balance, only linked funding sources such as cards or bank accounts are able to be used.
