I am trying to send a payment. My request is always revoked.

I am trying to send a payment but I can't complete it because it is always revoked with a strange message.

The message is:

"There's an issue with your PayPal account. Please contact PayPal so they can help you right away.

If you continue to encounter problems, please contact customer service."

My credit cards are valid and eligible and they are funded.

I tried to put messages of help but nobody replied yet. 

How can I resolve my problem ?
