I am not understanding what is happening!

on the 3rd of Fed I thought that I had cancelled an order with Basscoasta  on a Camera that I was going to get. Well paypal held 99.00$ for payment and on the 9th i was charged 113.00$ for the order. I am fine with that I do want the Camera just didnt and still dont understand this whole payment issue. THe company Meqi Trading Company is still asking for payment even tho paypal shows the payment was made and i have been charged on my card????? Why
