A seller or buyer but PayPal keeps saying that I am when I have it on personal

You don't use PayPal to buy things? Do you accept money? With Personal accounts, people can use it to sell on a casual basis.

Is your account limited and PayPal is asking for supplier invoices? If so, write a letter explaining why you do not have certain documentation, pdf it and upload it to the case.
