I am a freelancer not a seller

I am a freelancer and i receive my payments via paypal. But, I cannot withdraw my money and it is on hold for 21 days. I'm a new user for PayPal. I already call so much of time but customer care not pickup my call. friends and family option not in India. PayPal provides worst service for me
