I always get declined when I'm paying

I want to pay through paypal but always declined I get this massage from the website :

We received a result from PayPal indicating that your payment could not be completed. There might be an issue with your PayPal account. Please contact PayPal's customer support to resolve it, or select another payment method.

please help

Have you added a visa credit card and confirmed it?

I added visa since 2015 and never had an issue with it until now , I suddenly unable to buy , I went to confirm my card but it seems it's not confirmed I tried to get the code but I always get this massage ( Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions. )
