Thanks for reaching out to the PayPal Community. If you are looking to use PayPal to pay for a bill, the company you are trying to pay would need to accept PayPal through their website. Then you would be asked to login and you could pay the bill.
If there is something else you are looking to do, we'd want to take a closer look into that with you. To avoid sharing personal information over a public forum I would recommend reaching out to our Customer Service support through either Facebook or Twitter. If you don't have a Facebook or Twitter account, you can always go to the bottom of any PayPal page and click "Help" or "Contact."
