How to send paypal balance to another paypal not from eCheques?

I had balance in my PayPal account, and I wanted to send money via PayPal to PayPal, but instead of PayPal cash being sent, the transaction is being sent via eCheques. This is so frustrating, what's the solution? Am I doing any mistakes?
