How to refuse a payement ?

A guy through a web site (leboncoin.fr ) wanted to buy a tool from me. I offered to him the possibility to pay via paypal. But what he paid is NOT what we agreed for.
My problem: I want to refuse to payement, which was a "buy thing" type of payement with some fees. But I only have the "refund" option which will have some fees. How is it possible to REFUSE a payement without further financial fees?
It is difficult to refuse something I didn't agree for that will cost to me!!!

When a buyer pays you are charged a fee that comes out as a % part and a small fixed fee part.
When you issue a full refund then that full refund also includes the refunded % part of the original fee, so you are only charged the small fixed part of the fee.
Advice is voluntary.

Thx but I know that. The problem is that I can't imagine paying something for
1. something that I didn't agree for, at all!
2. somethin that I can't do anything. It is a one way action only (the guy who pays decide to "punish" you by a non accepted payment).
