Anytime I have tried to send money or buy something in the last couple days Ive been redirected to this url https://www.paypal.com/webapps/shoppingcart/error?flowlogging_id=43a4aaf972969&code=GENERIC_ERROR&mf...

and the page displays "Things don't appear to be working at the moment. Please try again later."

Ive tried a new account with a different card, I have tried a VPN, different browsers and my phone with no solution. This started happening after a payment I made was immediately refunded for no apparent reason
