How to accept a partial payment as a hold on for sale item, forfeited if deal falls through?

I am selling a $1400 item too big to ship. (A boat..) An out of state buyer wants to make a deposit by PayPal to hold the craft until he can come pick it up. I do not know his source of funds. Deposit to hold the item is okay with me, but I want to keep the down payment if he doesn't come get it after a certain period of time.
If I do an invoice and set partial payment okay, can I keep the money if he fails to show?
Does doing an invoice set up an opportunity for him to use a credit card chargeback if he paid that way?
Should I tell him to pay me by "sending money to family.." so he has no call backs?
