Do you mean its unclaimed and the seller has to accept it? If so then 30 days normally.

Can I cancel the payment if it is not excepted before the date the item should have been delivered ?

The only time you can cancel a payment is if it was sent to a non-existant email address and so can't be claimed.
If it was sent to a company OR sent to an email address that has NOT YET been linked to a paypal account then it will time out at 30 days.
Advice is voluntary.
