How do i fix "Your transfer will be delayed"?

I wanted to buy something off a friend and when i send him the money he gets "Your transfer will be delayed, we will review the transaction it will take up to 72 hours " it's basically a delayed transfer and i want to know how can i fix it and whats the causes of this error, thank you.

This cannot be 'fixed'. PayPal's risk model has decided to review the transaction. Once review is completed, PayPal will forward payment to recipient.
