How do I get Paypal to let me receive payment for my work?

I've been creating artwork and gotten to the point where I have commisions open, however, I've just realised that anytime I click 'Receive' on the PayPal App, that I'm not eligible to request payment, even though I have a bank account and card linked, as well as my location and email. Help??
