How do I figure out why my payment was not processed?

I'm trying to make a payment, and getting the following error:

 

> We were unable to process your payment initiated on 18 January 2021 for 46,61 EUR.

 

I've been successfully making payments in the past through Paypal with the same credit card. But for some reason this one doesn't work. I've been trying several days in case it's some temporary glitch, but no success.

 

This single line is the only bit of information Paypal tells me. Not really enough to understand what's wrong.

 

I've also tried to search whether there's some way to contact customer support or something, but haven't had any luck with that either. Looks like I can only reach the support when there is a payment that I have made. But this payment wasn't made.

 

How do I even start to figure out what's wrong?
