In general, if you sent a payment to the wrong email address and this email address is not linked to any PayPal account, the transaction should show as 'Unclaimed'. This would be the only occasion where you can cancel the payment. Here is how. If this is not the case, to receive a refund please reach out to your counterpart directly by writing to the email address you sent the money to.
