How come I don't have privileges to transfer my game rewards to my PayPal card?

Any cash rewards cashed out from games that are not scams, end up in your PayPal balance and since you have a PayPal card, you do not need to transfer the money again. PayPal card draws money from your PayPal balance when you pay with the card at a physical store/online or withdrawal money using the card at an ATM.
