Holds for Shopify Payments and Unable to Validate Tracking

I use Shopify and have to option to pay via PayPal at checkout. I've been using this since September 2020 with no issues. All of a sudden, every transaction paid through PayPal is being held for 21 days. When I update shipping, I get an email from PP saying unable to validate tracking. I'm shipping through PP so that shouldn't be an issue. How do you get it to stop holding every transaction?! I can't get ahold of PP customer service. It says to view my profile to see why it is happening and list 5 possibilities. I follow the link it gives and it just takes me to my profile settings. Help please!
