Routing number is for bank accounts opened in the USA. Some countries cannot link local bank accounts, just US bank accounts and only credit, debit or prepaid cards to withdraw and you can't add money with cards at all so you just link your card to your PayPal account and select the card or bank account if you can link one, to pay with during checkout.
