I just want to know that the seller is asking me about my PayPal account so that he can return my money. But I am confused that I have to give him my account number which is register with PayPal or something else?

As long as its within 180 days then he should not need that information.

All he has to do is click on the transaction in HIS paypal account and use the refund option at the bottom of that details page.
