I'm unable to report my problem to paypal as on message center 'im Gettin: I'm sorry, but no Customer Support Agents are available at the moment.
When trying to resolve from resolution center I'm getting the message bellow: We're unable to file a case on this transaction.
A payment was partially refound to me by a seller <Removed>. The refound appear on the paypal transaction list but I'have never recieve the ammount on the ballance or in my bank account. Generally when I get a refound it goes back to my card (so to my bank account). I have double checked my statments, I have never recieved that refund.
How can I report the problem to paypal?
