Im currently facing a proplem when i want to send a payment to someone, it says “can’t send your payment right now” or “your payment has been declined” eventhough the other user hasn’t declined the payment

Wait a day or two of not using the account. Clear your browser cache and cookies and restart device before trying again. 

 

It's not that the other person declined payment but either PayPal or the funding source declined it. Probably triggered some internal security block so wait a day or two so it can reset. If you repeat a failed action, it will display error messages to protect itself so the account has to be left alone so security can cool down.
