Hello. I have been using my paypal since November. I have a sister in Vietnam and she sends me money thru paypal. But the problem is, for 2 months now, she said that the bank can't send money to my ID because is FAILS. It confuses me because I asked a friend from Brazil to try and send me money and it was SUCCESSFUL. Only the transaction from Vietnam fails. Can someone tell me why is this happening and what can I do about it?
