I recently sold a phone on market place through Facebook. I sent the phone off & never received a payment. Now I’m asked to refund money that I never received in order to get my phone back. The buyer is not in compliance

First of all, you should not be refunding a transaction before getting your item back. 

When you say that the payment did not show, does it not reflect on your account at all? Or does it show on your transaction history and is on pending balance? 

If the payment is not showing, you can check this Help Center article to check if the email notification you got regarding the paymet is really feom PayPal. If it is, then you might want to check your email address on your PayPal settings to see if the status is confirmed/verified.
