I'm sorry to hear you're having trouble making a payment with your card. It sounds like you've already tried trouble-shooting this by attempting payments with different people/merchants, and that's great! I recommend clearing your cache and cookies. You'll also want to make sure you're logging in from a consistent device and/or location and ensure you're not using a hosting IP or VPN. If you still continue to have difficulty, you can reach customer support by clicking 'Contact' at the bottom of any PayPal page.
