Haven't been able to send payments the past 3 days? "Something went wrong on our end"

We have been trying to pay 2 vendors for 3 days. They are both in the U.S. The have valid paypal accounts. A captcha box pops up but then is instantly replaced by this error message:

 

Something went wrong on our end

We're sorry, we're having some trouble completing your request right now. Please try again shortly.

 

Any advice?

Sorry to jump in and answer my own question but I think it figured it out. It's paypal's captcha. It's no longer working with Chrome. I got into Internet Explorer and it worked there.
