Have i been scammed?

Hello, so to cut things short I was basically buying a service, the seller told me send an x amount of money. I sent him the money and he transferred it to his bank/card. He said he looked back and realised the amount he told me to send was wrong and that he would refund me so I can resend the correct amount. He has refunded me and the refund is now pending.

 

So my questions are, can he still cancel this refund? Or am I 100% guaranteed to get my money back?

WAIT TILL ITS CLEARED.

 

Pending refunds can only happen for two reasons.

1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.
