Had to delete my account, can't get a refund after reopen new one

So someone tried to log in to my email, meaning they have my password. I had to change all my passwords and I deleted my PayPal just in case as I was affraid that they will use it. The only thing is that previously I made a purchase and I need to get a refund. The seller says that they tried many times but it didn't work, even if I have added the email from the old account to my new account. Is there a solution to this? I contacted paypal and told me to create a case then a dispute and it would take in total 50 days which doesn't work for me as I think this is just a technical issue and not a dispute as the seller is willing to refund me.
