HELP! How to set up Micro Payments?

All of paypal's directions on how to set up micropayments are not relevant to the actual Paypal Interface.
 
They've even killed the link to the specific help page in their help center:

It's clear they do not want us to use this feature.

I cannot get through to support.

Please help!

To enable micropayments you have to contact customer services and have it enabled on your account first BUT its not available in every country so you would need to contact c.s. and see if its available for you first.
