Getting error 10548 no matter what. My account is fully setup (except for a linked bank account)

I am getting this error 10548 with the following message:
This transaction cannot be processed. The merchant's account is not able to process transactions.
What does this mean? I have added home and customer service numbers and have linked a credit card. My account is of course a business account.
Why is this message coming back? Is it because I haven't linked a bank account?

Thanks for reaching out! I'm sorry to hear you're running into some issues receiving funds. Depending on how you're receiving funds, your account may need to be verified. One way to verify your account is to add and confirm your bank. I'd recommend trying that to see if that resolves that error.
