Get $10 for referring a friend promotion. We never got the money!!

I was referred by a friend. The Paypal ad said we'd both get $10 from Paypal for sending $0.01. My friend sent me $1.01 and I transferred it to my banking account and neither of us have gotten the $10 yet from Paypal!
