Funds release date increased

Any help appreciated 

I was due some money today but the date has been increased from the 2nd to the 16th although the item has been delivered and received positive feedback.

Royal mail tracking down would that play a part ?

The Royal Mail tracking system being down has something to do with it since PayPal is hooked up to postal service to confirm delivery.

Now royal mail is working again will it update back to today or will I still have to wait till the 16th
