3 weeks ago I cancelled an online purchase and bought in store. The sales clerk in the store assured me that the transaction was cancelled and it shows cancelled in my store account and on the PayPal transaction. The merchant keeps telling me that PayPay will have to release the hold and PayPal keeps saying that the merchant has to release the funds. I haven’t been able to find a single person on either side who will do anything other than pass me off to someone else that can’t help. How long can PayPal hold my cash hostage?
When you pay a company (rather than an ebay seller or individual), then it is often pending until that company processes your order and captures the pending payment.
If they don't process that order and capture the pending payment or cancel the order then the pending status times out at 30 days post-payment.
