Full refund after partial refund

Hello and have a nice day ,I want to ask something,I just got partial refund cause shipping is slow ,but I want to ask if the item never came (I have already receive partial refund) can I get my whole amount?(full refund) back?

As long as the part refund did not close any dispute then yes you could open a dispute for non receipt of item.
