It is about an IT issue that is coming from Pay Pal

The card being used by PayPal to refund deposits is my old one. No longer in use.
Footnote: I have tried to resolve this countless times already. Meanwhile, refunds just keep being sent into cyberspace, with no hope of ever seeing that money again.
So horribly and utterly frustrating!

I too find the new "PayPal assistant" frustrating. It is comical that one of the "questions" the robot asks in the chat is "Did this help fix the issue or answer question you had?" . Of course, the answer is "NO", but there is no way to respond in that conversation.
