If you are receive a payment for friends/family then no fee is charged.
However be careful if you are selling goods or services however as its against paypal rules to use that method for selling and can lead to your account being limited permanently, also you would have 0 paypal seller protection in the event of an unauthorised dispute OR chargeback.
