Friends and Family

Trying to send Money to Indonesia with FRIENDS and FAMILY.  I can send money but it seems like it is for services.  I do not see how I can select Friends and Family.  Help says pick from Tools at top of page.  There are no Tools.  

Any insight?  First time using this way.

Not all countries have the friends/family option to receive or send funds and I don't think Indonesians have the option to receive anything but g/s payments.
