Friend doesn't have the option of sending through friends and family,

A few of my friends tried their best to send their money through friends and family, around 4 - 5 people tried and there wasn't an option at all. They were able to send through friends and family to others but couldn't send to me. I've very confused about what's going on, can someone please help me.
