I am sorry for the trouble caused. I can understand that you are not getting an option to make the friends/family option. In this case, we are suggesting you to clear the caches/cookies and try to make the payment after 24 hours, so If there any technical glitch it will get lifted and you will get an option to make the friends/family option.
