Can i get my money back if my payment is on hold . Because i found out that the seller is a fraud.

You can file a dispute as soon as 3 days after date of payment, up to 180 days. Whatever you do, do not file dispute as unauthorized or billing error.

If you received something significantly not as described, be sure to register for paypal's return shipping refund program BEFORE filing a dispute:
